FS#3772 - LPS-android: app is not available for google play account with active GooglePlayPass

test version: 1.37
test devices: A137F-android12 (SP1A.210812.016.A137FXXS1AVJ1), SM-G991B-android13 (TP1A.220624.014.G991BXXS6EWBB)

1. google play account has active GooglePlayPass
2. go to google play store app
3. search for LittlePoliceStation
4. try to download app
BUG: the app isn’t available for this device due to error ‘This app isn’t available for your device because it was made for an older version of android’ → SC14
5. go to gmail app
6. remove gmail account with active GPP from device
7. login with gmail account without GPP
8. go to google play store app
9. search for LittlePoliceStation
RESULT: the app is available and can be installed for the same device after removing my GPP store account → SC15
