FS#2619 - android: helicopter and boat mission can be played without watching video ads (android 8 + 9)

test version: 1.62
affected devices: SM-G935F-os8.0.0, H3113-os9.0

Situation:
1. go to app settings
2. enable option ‘video ads’
3. enable option ‘select vehicle’
4. start game
5. go offline
6. play many missions in succession

Problem: the helicopter and the boat mission still can be selected and played without watching video ads → SC06

Note: it doesn’t happen to I4113-os10.0: only the truck mission is availabe in the vehicle selection → SC07
